At this juncture, a piece of paper was posted in the great hall of Edo Castle: “If the secrets of the Bugeicho become public, even the hollyhock will wither overnight.” Rumors quickly spread that the Bugeicho, also known as the Yagyu Bugeicho, contained a hidden conspiracy that threatened the fate of the shogunate.
